Land belongs to people with righteous qualities, deeds, and nature

 अहम् भूमिम् अददाम् आर्याय अहं वर्ष्टिं दाशुषे मर्त्याय।
अहम अपः अनयं वावशानाः मम देवासः अनु केतम आयन्॥

aham bhūmim adadām āryāya ahaṃ varṣṭiṃ dāśuṣe martyāya।
ahama apaḥ anayaṃ vāvaśānāḥ mama devāsaḥ anu ketama āyan॥
(ṛgveda - Mandal:4 - Sukta:26 - Mantra:2)

O human beings! I, the God who sustains all and creates all, I give the land (Bhūmim), the kingdom of the earth to (Āryāya) the one who has righteous qualities, deeds, and nature. Worship the one who gives the kingdom of the land to the one who is just, gives rain for the happiness of all and inspires the air for the life of all, and through whose teachings one becomes learned.
